The SBA has a program designed to increase contracting opportunities to small businesses in urban and rural communities. The Historically Underutilized Business Zones (HUBZone Small Business Program) allows federal contracting agencies to give a preference to small business concerns certified as HUBZone small businesses.

The federal government has a agency-wide goal to award at least 23% of its contracting dollars to small businesses, with a 3% goal for awards to HUBZone Small Businesses. Generally, to be eligible for HUBZone certification, your small business must be located within a HUBZone, and at least 35% of your employees must be residents of a HUBZone.
