Scott R. Williamson is Senior Counsel to the Government Contracts Practice Group. Mr. Williamson has a broad range of experience representing clients on all aspects of government procurement matters, compliance and ethics issues, and intellectual property strategy and protection. He has advised and represented clients in many highly specialized and complex matters, including, for example, contract negotiations, bid protests, claims and appeals, defective pricing, small business matters, compliance reviews and internal investigations, teaming agreements, forming joint venture corporations, subcontracts, False Claims Act actions, export compliance, and Foreign Corrupt Practices Act matters. As a registered patent attorney, he has substantial experience structuring contracts and company agreements to protect intellectual property, and focuses on intellectual property rights in government contracts. His experience extends across virtually all government contracting industries, including aerospace and weapons systems integration, information technology, space systems, communications, intelligence, architect-engineering and construction matters.
Mr. Williamson’s experience includes over 20 years as a government attorney and research engineer for the Air Force. He served as Vice President & General Counsel for Universities Space Research Association, a prominent non-profit government contractor and consortium of premier space science research universities. He previously held senior counsel positions with leading defense contractors, including Northrop Grumman and Bechtel. Mr. Williamson also won over a billion dollars worth of government contracts as a business development manager for Bechtel.
Structured, negotiated and formed numerous joint venture corporations for high-value government contracts involving leading government contractors and multiple agencies, for operations in hostile and international environments
Conducted many internal investigations for major contractors and advised senior management on appropriate response, including defective pricing, export compliance, and False Claims Act allegations for qui tam litigation
Advises clients regarding prime contracts, subcontracts, teaming agreements and NDAs—highly experienced in all aspects of contract formation and administration
Lead counsel for multi-million dollar construction claims, including such diverse projects as mine construction and landing strip fabrication
Negotiated and settled a $125M partial termination for convenience involving a complex aircraft modification and integration effort
Drafted and negotiated a $70M commercial hospital construction and operation contract directly with a foreign government agency
Lead counsel negotiating and structuring a multi-billion dollar U.S. Post Office contract for postal sorting machines, including the prime contract and all subcontracts
Deployed to the Middle East three times while on active duty, serving under extreme danger and hardship, and earned a “V” device for valor in a hostile environment
