Marci Love Thomas is a Senior Counsel in the Government Contracts Practice. Marci counsels clients on government contracts and compliance matters with an emphasis on small business participation in federal procurement programs. She assists businesses in avoiding common pitfalls in set-aside programs, reviewing teaming and joint venture agreements, and helping small businesses to thrive in the federal marketplace.
Before joining General Counsel, P.C., Marci served as a senior attorney advisor for the U.S. Small Business Administration where she developed extensive experience with small business issues. Marci handled hundreds of matters arising from small business size protests, as well as NAICS code appeals and 8(a) Business Development and Service-Disabled Veteran-Owned Small Business eligibility issues.
Prior to the SBA, Marci served as a captain in the U.S. Army JAG Corps, where she specialized in labor, procurement, and administrative law, and prosecuted criminal matters. At General Counsel, Marci continues to draw on her military experience and is committed to helping veteran-owned small businesses to succeed and to better understand the distinctions between SBA’s SDVO SBC Procurement Program and the Department of Veterans Affairs VetBiz Verification Program.
In addition to her legal training, Marci is a graduate of Boots to Business and V-WISE, entrepreneurship education programs provided through the Whitman School of Management of Syracuse University, and NxLevel for Business Start-Ups. She also served two-years as Co-Chair of the American Bar Association, Public Contract Law Section Small Business and Other Socioeconomic Programs Committee.
