William T. Kirkwood, Government Contracts Practice Group: Mr. Kirkwood has a diverse background and experience in the information technology field having held senior leadership positions in areas ranging from global strategic sourcing and solutions development, federal subcontracts, procurement, small Business programs, global low cost labor sourcing, and federal pre and post-award federal and commercial contract management. Licensed for fourteen years, and with more than twenty-five years of business experience, Mr. Kirkwood provides counsel in a variety of commercial and federal contracting disciplines, ranging from government contract law, proposal development, contract / subcontract process reviews and more. Mr. Kirkwood is a member of the State Bars of New York and Connecticut and holds DoD Top Secret and IRS MBI clearances. He is active in the National Contract Management Association, Northern Virginia Technology Council, and serves extensively in his community though the Boy Scouts of America, as a Deacon in his Church, as a founder and executive committee member of Workforce Ministries and more. Mr. Kirkwood graduated from Touro College of Law, where he was on the Dean’s list, and a member of the Moot Court Honor Society. He and his wife Joan home school their five children in Ashburn VA.
